Job Description

A manufacturing company is seeking a Bilingual Human Resources Manager to join the team. Lead Human Resource practices and objectives to support an employee-oriented, high-performance culture that emphasizes empowerment, quality, productivity, and goal attainment. The Human Resources Manager is responsible for developing processes and metrics that support the achievement of the organization's business goals and coordinating the implementation of people-related services and policies through the HR staff.

Responsibilities:
  • Partner with executive leadership to develop and implement HR strategies that support business growth, workforce planning, and organizational objectives.
  • Build and establish scalable HR processes, organizational structures, KPIs, performance management programs, and employee development initiatives.
  • Collaborate with the global HR team to align U.S. HR practices with corporate standards while adapting to local business needs.
  • Support the continued growth of the Houston operation by developing HR infrastructure for an expanding workforce.
  • Develop and oversee performance management programs, coaching initiatives, goal-setting processes, and employee development plans.
  • Train and coach managers on employee relations, performance management, corrective action, and leadership best practices.
  • Investigate and resolve employee relations matters while fostering a positive, high-performance work environment.
  • Lead full-cycle recruiting efforts for salaried and hourly positions while partnering with managers on workforce planning and hiring decisions.
  • Develop recruiting strategies to attract and retain top talent in support of organizational growth.
  • Conduct exit interviews, analyze turnover trends, and recommend strategies to improve employee retention.
  • Oversee employee benefit programs by evaluating market trends and recommending competitive offerings.
  • Support compensation planning through salary benchmarking, job evaluations, and pay structure recommendations.
  • Partner with leadership to ensure compensation programs remain competitive within the market.
  • Develop onboarding, compliance, leadership development, and employee training programs.
  • Maintain organizational structures, job descriptions, and career development initiatives.
  • Foster a culture focused on continuous improvement, accountability, and employee engagement.
  • Oversee payroll administration, timekeeping, deductions, garnishments, and attendance processes while partnering with the global HR team to establish long-term best practices.
  • Ensure compliance with all applicable federal, state, and local employment laws and regulations.
  • Represent the organization during employment-related hearings or investigations as needed.
  • Maintain accurate employee records and HR documentation.
  • Ensure compliance with workplace safety initiatives and applicable health and safety programs.
  • Develop, implement, and maintain Human Resources policies, procedures, and best practices that support organizational objectives.

Requirements:
  • Bachelor's degree required. An MBA or equivalent graduate degree is preferred
  • 7-10 years of progressive Human Resources experience, including leadership responsibilities.
  • Bilingual in English and Spanish required.
  • Experience supporting manufacturing, industrial, or production environments strongly preferred.
  • Experience building or improving HR programs, policies, performance management systems, and organizational processes.
  • Strong knowledge of federal, state, and local employment laws and regulations.
  • Experience partnering directly with executive leadership.
  • Payroll administration experience preferred.
  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification is a plus.
  • Excellent interpersonal, written, verbal, and presentation skills.
  • Strong leadership, organizational, analytical, and problem-solving abilities.
  • Ability to balance strategic initiatives with hands-on execution.
  • High level of professionalism with the ability to handle confidential information with discretion.
