Job Description

A successful county in Texas is looking for a Road & Bridge Engineer to manage, supervise, and coordinate engineering activities. The ideal candidate is a certified professional with extensive knowledge of the operations and techniques of road and drainage construction and maintenance and the general service, operation, and maintenance of construction equipment. Through effective collaboration, the new engineer will achieve business objectives by ensuring project deliverables meet established deadlines and specifications while maintaining a strong focus on customer satisfaction.

Type of Position: Direct Hire

Responsibilities:
  • Responsible to the Commissioners Court for the efficient and economical construction and maintenance of the county road system.
  • Appoint for an indefinite term and remove the county road department's personnel, subject to the approval of the Commissioners Court.
  • Authorize administrative personnel to employ and remove subordinates.
  • Except for the purpose of inquiry, the Commissioners Court shall deal with the county road department's personnel through the County Road & Bridge Engineer.
  • Attend all meetings of the Commissioners Court relating to county road matters and may participate in the discussions and make recommendations.
  • Ensure that the policies of the Commissioners Court relating to county roads are faithfully executed.
  • Supervise the administration of the county road department.
  • Prepare detailed annual budget estimates for the construction and maintenance of the county roads and bridges, and the operation of the county road department.
  • Prepare estimates and specifications for the equipment, materials, supplies, and labor necessary for the construction and maintenance of the county roads and the operation of the county road and bridge department.
  • Serve as custodian of the equipment, materials, and supplies belonging to the county road and bridge department.
  • Prepare plans and specifications for county road and bridge construction and maintenance.
  • Maintain cost-accounting records of county road department expenditures.
  • Keep an inventory of county road department equipment, materials, and supplies.
  • Perform any other duties required by the Commissioners Court that are consistent with State statutes.

Requirements:
  • Bachelor’s degree in civil engineering or related field, including engineering, surveying, or construction management; or an equivalent combination of education, training and experience as assessed by the County
  • Licensure as a civil engineer in Texas or ability to obtain licensure within 6 months, except as specified in Item 3 below
  • If the County is unable to hire a licensed engineer, it may hire a Road & Bridge Administrator who is not licensed but has appropriate experience in road and bridge building and maintenance
  • Background in road and bridge construction, subdivision development, platting, surveying, floodplain administration, or construction administration
  • Knowledge of the operations and techniques of road and drainage construction and maintenance and the general service, operation, and maintenance of construction equipment
  • Knowledge of practices, methods, and materials used in general road construction
  • General knowledge of practices, methods, and material used in bridge construction
  • Knowledge of County Policies and Procedures along with applicable laws, regulations, and codes within the department
  • Ability to obtain certification from TXDOT/TEEX Local Government Projects and Procedures
  • Ability to communicate effectively verbally and in writing. Strong verbal and written communication skills; strong interpersonal skills, including the ability to deal effectively with all levels of employees, elected and appointed officials, and with the general public; management and supervisory skills, leadership skills, and analytical skills.
  • Ability to establish and maintain effective working relationships with coworkers, elected officials, and the general public and deal tactfully with public inquiries and complaints
  • Ability to organize, prioritize, and manage multiple activities and projects efficiently and effectively
  • Ability to operate computer, including use and development of spreadsheets, engineering software, and normal office equipment
  • Valid Texas driver’s license
