Job Description

A government agency specializing in utilities is seeking a Payroll Specialist to manage payroll processing, pension administration, and employee benefit reporting. The ideal candidate is a detail-oriented professional with strong payroll experience and working knowledge of ADP systems. Working collaboratively, the new team member will ensure accurate compensation and pension tracking by maintaining records, reconciling data, and supporting audits while contributing to compliance, financial reporting, and year-end processes.

Location: Houston, TX
Type of Position: Direct Hire

Responsibilities:
  • Prepare bi-weekly payroll for the workforce utilizing the current payroll program (ADP Workforce Now), including payroll vouchers.
  • Maintain custody and control over original payroll timesheets and related support documentation.
  • Reconcile timesheet data to input/output data for accuracy of payroll register.
  • Prepare and maintain appropriate fringe benefit documentation, pension, deferred compensation, insurance, OPEB (Other Post-Employment Benefits – Retiree Insurance) and compensated absences.
  • Maintain pension contribution and earnings data, as well as quarterly pension fund interest allocations and employee status.
  • Prepare pension distribution letters for employees wanting a voluntary, in-service or total withdrawal of pension contribution.
  • Prepare and send out yearly pension certificates.
  • Responsible for the yearly pension audit.
  • Prepare the Affordable Care Act (ACA) reporting.
  • Prepare bank statement reconciliation for some accounts.
  • Participate in Year-End Financial Statement preparation and documents for annual audit.
  • Responsible for the Workers’ Comp audit.
  • Perform any other job-related duties as assigned by their supervisor.

Requirements:
  • B.S. Accounting or Business Administration, preferred
  • Minimum of 5 years of experience in full-cycle processing payroll (for a minimum of 100 employees)
  • Considerable working knowledge of the payroll system preferably (ADP Workforce Now)
  • Maintain general ledgers; generate monthly reports and reconcile bank statements
  • Intermediate experience with Microsoft Excel; solid understanding of Marcos.
  • Knowledge of Microsoft Word and knowledge of accounting software (Microsoft Dynamics) is preferred.
  • Accounting skills with attention to detail and accuracy
  • Strong organization skills
  • Ability to communicate effectively, both orally and in writing
  • Ability to establish and maintain effective working relationships with employees, officials and the public
  • Ability to work independently and as part of a team
