Job Description

A leading energy storage company is seeking an HSSE Manager to oversee its health, safety, security, and environmental affairs. This position requires extensive regulatory knowledge, hands-on experience in safety management within the oil industry, and strong leadership skills. Working collaboratively with cross-functional teams, the new leader will enhance operational efficiency by developing and implementing comprehensive HSSE strategies that align with the company’s objectives and ensure compliance across all operations.

Responsibilities: 
  • Manage the Health, Safety, Security & Environmental program for the company, North America.
  • Manage the HSSE Department.
  • Ensure that terminals comply with mandatory HSSE elements and Corporate HSSE standards.
  • Oversee the proper management and effective implementation of the HSSE program.

    • Maintain HSSE records as required by law and corporate rules.
  • Advise management of new or changed HSSE regulatory requirements.
  • Manage and ensure compliance with all required reporting: EPA, TCEQ etc.
  • Manage and ensure compliance with all Air Emissions calculations/reporting.
  • Ensure compliance of operations with laws, regulations, policies, permits, plans, and procedures in areas of responsibility.
  • Perform regular site visits to supervise day-to-day work practice as well as critical work and to verify that minimum and additional PPE is worn as required, work permit, and LTT procedures are implemented.
  • Responsible for implementing and complying with the Incident Investigation Standard (reviews and corrects all incidents, accidents, near misses, and unsafe acts and conditions).
  • Participate and lead all RCA’s and follow up on the Corrective Actions implementation.
  • Manage the Job Safety / Risk Assessment program.
  • Participate and lead HSSE audits at the terminals: self–assessment, regional, corporate, and\external audits. 
  • Prepare annual HSSE plans, including budgeting.
  • Participate as the HSSE manager for all new and ongoing projects in the country.
  • Lead the HSSE function for the Local Crisis Management Team, organize emergency exercises and firefighting drills to ensure effective emergency response.
  • Manage the ongoing development and implementation of a safety policy handbook and site-specific policies that are required by law.

    • Integrated Contingency Plan (ICP)
  • Represent the organization and maintain liaison with individuals, regulatory agencies, and working groups.
  • Act as the primary contact for Oil Spill Response Ltd. (OSRL) and responsible for the maintenance of the relevant equipment.
  • Initiate and conduct risk assessment to identify, assess, and mitigate all potential hazards and associated risks.
  • Organize and coordinate monthly/quarterly HSSE committee meetings.
  • Prepare and/or review reports and related information to evaluate existing policies, procedures, and practices as related to the assigned responsibilities.
  • Plan and communicate relevant training programs for the employees of the terminal to the Health, Safety, and Security Coordinator.
  • Maintain contact and address issues with local, state, and federal agencies and regulatory bodies.
  • Oversee compliance with all required permits.
  • Ensure HSSE related MOC’s are properly reviewed and tracked in the MOC Database.
  • Oversee the groundwater monitoring program and report results to the Corporate Center on a monthly basis.
  • Manage the Contractor Management Database and oversee compliance with pre-qualification and performance review of all contractors working at the terminals. Should be trained as a Port Facility Security Officer (PFSO) according to the ISPS-Code (if applicable) and ensure that all security measures are adhered to by employees and third parties.

Requirements:
  • B.S./B.A. degree in areas of HS, Engineering, or Environmental Science
  • 10 years equivalent experience in safety, environmental, or health management and compliance
  • Must have extensive experience in the oil industry, preferably related to operation in docks, ships, loading and unloading, etc., can be supplied with experience in oil platforms, refineries, petrochemicals
  • Experience in HSSE audits, OCIMF audits, Management Systems, and in the implementation and monitoring of ISO or similar standards
  • Knowledge of BBS programs (Behavior based safety), Incident reporting, Root cause analysis, OSHA standards
  • Experience in contractor management
  • Visible leadership, ability to positively influence others, and to lead teams at the terminal

  • Excellent interpersonal relations; Strong written and verbal communication
  • Drive change and the ability to adapt to change

  • Experience with HSSE Management, firefighting, first aid, industrial hygiene, and environmental protection
  • Advanced computer skills
  • Must be able to carry 30 pounds
  • Must be able to exert up to 40 pounds of force occasionally and /or a negligible amount of force frequently or constantly to lift, push, pull or otherwise move objects
  • Must be able to work in inclement weather
  • Must be physically able to participate in emergency response drills
  • Must have a valid driver's license
  • Must have or be able to obtain a TWIC card
  • Must speak English
