Job Description

A leading, well-established human services organization is looking for a Director of Re-Entry Services to oversee the management and operations of its re-entry programs. The ideal candidate is a forward-thinking leader with a strong background in residential programs and extensive knowledge in program administration and policy development. Working cross-functionally, the new director will drive operational excellence by demonstrating effective leadership and optimizing manufacturing processes while ensuring compliance with company policies and funding source guidelines.

Responsibilities:
  • Execution of Program Services
  • Implement high quality, effective program services in a manner that best represents the mission and goals of the organization, that is consistent with client needs, and that complies with all regulatory, licensing, and accreditation requirements.
  • Ensure that programs implement best practices and most recent developments from the field.
  • Monitor service delivery through site visits, staff and client interviews, and evaluation of consumer satisfaction surveys.
  • Ensure that all programs meet or exceed applicable licensing, regulatory and funding requirements, including working closely with the Quality Assurance Department on audits and program monitoring.
  • Ensure new policies and procedures are implemented across all Corrections sites.
  • Develop facility and program goals and objectives on an annual basis.
  • Develop strategic plan for the continued growth of Corrections programs which may include expansion of existing programs and facilities as well as newly developed programs and facilities.
  • Develop and maintain positive relationships with funding, regulatory and other community agencies to affect a positive public image for programs.
  • Participate in State and National policy setting forums and advocates for services.
  • Support the agency’s public advocacy/public policy initiatives.
  • In conjunction with the Chief Program Officer, provide leadership and direction for development of new services and collaborative relationships.
  • Responsible for providing ongoing leadership, guidance and special designated activities as directed by the CPO in support of the organizational goals and objectives.
  • Promote an organizational culture that fosters passion for the mission, cooperation, open and frequent communication, teamwork, and is in alignment with the organizational vision.
  • Attend all required meetings and training.
  • Require regular attendance and punctuality during the scheduled shift to perform the above essential functions.
  • Perform other duties and special assignments as directed.
  • Financial Management
  • Responsible for cost center management for the facility/program which includes budget preparation, monitoring/review, and monthly forecasts.
  • Manage financial activities of program and budget line item expenditures.
  • Ensure management of the program’s resources within budget.
  • Review and approve expenditures within budgetary guidelines.
  • The expectation is for the program to operate within budget.
  • Prepare revised operational plans, if necessary, to address significant changes to client count, revenue and/or expense.
  • Within the scope of responsibility, adhere to billing for services, P-Card documentation, etc.
  • Supervisory
  • Supervise subordinates that support, motivate, and empower the members of his/her team.
  • Ensure that all departmental human resources responsibilities are met, including hiring, firing, staff training, career development, succession planning, equal employment opportunity, health and safety issues, evaluations and performance management for all staff operating each of the distinct programs. This includes planning, assigning, and directing work; appraising performance, rewarding, and disciplining employees; addressing complaints, and resolving problems.

Requirements:
  • Bachelor’s Degree in a relevant field plus five years directly related experience OR Master’s Degree in relevant field plus three years directly related experience
  • Minimum of two years of supervisory experience
  • Leadership experience in a residential program is required and experience with proposal writing is desirable
  • Valid Texas drivers’ license with clear MVR record (meets requirements to be insured)
  • Demonstrated ability in program administration and policy development. It requires proven ability in program development in the treatment or human service field, proposal writing, program budgeting, and contract administration. The position requires a reasonable combination of management, advocacy, resource development, public relations, and staff training skills.
  • Skill in the use of a personal computer and software applications (e.g. Microsoft Word, Excel, Access, PowerPoint, etc.)
  • Highly effective leadership; demonstrate a fundamental respect for the dignity of others and is a proven team builder; inclined to coach and teach to improve knowledge and ability of others but holds people accountable for results
  • Capable of creating or seizing opportunities to improve service effectiveness and client outcomes and build strategic partnerships with other organizations
