Job Description

A well-established governmental entity is seeking an Accountant to oversee and enhance the financial operations of the department. The ideal candidate is a detail-oriented professional with extensive knowledge in accounting practices and experience in department management within a governmental entity. Reporting to the General Manager, the new team member will ensure financial integrity and efficiency by implementing robust procedures and providing strategic feedback while supporting the operational sections with expert administrative guidance.

Type of Position: Direct Hire

Responsibilities:
  • Report to the General Manager.
  • Maintain working relationships with vendors, consultants, contractors, developers, property owners, and residential and commercial customers.
  • Ensure timely distribution of accurate accounting financials, including income statements, balance sheet statements, and accounting support schedules.
  • Fulfill general accounting responsibilities, including oversight of accounts payable and receivable, processing biweekly payroll and vendor payments, account reconciliations, and recording treasury transactions.
  • Review and prepare financial documents and statements (i.e., final payroll journals, statements of receipts and expenses, and invoices) for accuracy and submission to the General Manager; confer and advise operating officials on fiscal, administrative, and budgetary policies.
  • Reconcile vendor statements and bank statements.
  • Coordinate annual audits with outside CPA as well as insurance, workers comp, and retirement plan audits.
  • Develop and implement accounting policies, procedures, and internal controls to ensure the integrity of financial information.
  • Coordinate with other departments to ensure seamless financial operations and data flow.

Requirements:
  • Associate’s Degree in Business Administration or related field, Bachelor’s Degree preferred
  • Experience managing utility billing operations with three (3) years progressively responsible experience in utility billing and collections
  • Experience with INCODE preferred
  • A combination of education, training, and experience demonstrating the ability to satisfactorily perform the duties of the position may be substituted for any requirements
  • A valid Class C Texas Driver’s License with acceptable driving record is desired
  • Extensive knowledge of general financial accounting and cost accounting
  • Understanding of and ability to adhere to generally accepted accounting principles
  • High proficient with accounting software and the skills to learn industry specific accounting software
  • Excellent written and verbal communication skills
  • Excellent organizational and time management skills
  • Possesses a high level of problem-solving skills including the ability to establish work priorities, complete complex tasks within specified time frame, and work with minimal direction and supervision
